Right, the key is whether a mate can be constructed, not what's likely to occur if both players continue moving (for example K+R versus K+R).

If ever a rules change is made, I suggest we do something about positions like
The most revelant rule change is to involve increment.
All major FIDE competitions are with increment now.
This takes care of all the stupid flagging attempts in drawn or lost positions.
Increment changes the mechanics significantly, you can make useless moves to gain time and think. Delay is the more appropriate way to solve this problem.
@ #11 I disagree, if "an unforced mating sequence exists" is the rule, black should get the win. It might not always be fair, but at least everyone can understand it, and know why black gets the win.

If you're saying black should draw that position, but win if the queens were off, that's just more confusing. At least currently, white can premove

@ #12 and #13 similarly, delay is more confusing than increment, and probably leads to more time-outs than increment, the situation you're trying to prevent. If you've only got the delay left, you're unable to use all of it because you'll time out. And it's lucky that no-one makes useless moves under the present system, in the hope the other player runs out of time first.
I think people will always play 1 0 but maybe 3 1 could be the new standard for blitz.

Who shall answer the question, whether an unforced mating sequence exists? For most positions, nobody knows!
#14 I'm saying that players should enjoy blitz or slower with an increment (or delay), and that bullet players should understand the rules.
Ha, sorry about that. I couldn't find an example of me winning with only a king and pawns remaining.
