Should stalling be punishable?

Stalling: Intentionally disconnecting or stopping to play when the position is disadvantageous.
An example of stalling is a person, with 3 minutes on the clock and a move before checkmate stopping play.
Not only is this inconvienient, but annoying and plain rude. This means you have just wait in front of your computer staring at a set position for 3 minutes. Of course, you can switch to another thing, but during that time, you can't go on and play better players.
I personally believe stalling, although something we can work around, still should be punishment for its rudeness and unsportsmanlike conduct.

No you don't have to, you can just claim a victory or draw when the opponent disconnects. However, if they are keeping the tab open intentionally, it's pretty annoying.
The good thing is that your rating will always converge to your skill level.

So in the long run (10-100 Games) you will reach your ratign again.

So i just quit then..i do not care my shortterm rating..only my longterm rating.
A situation with is also interesting:

There are situations where the position is drawn, but the engine does not know that..for example if you can freely move your king around the board and the other one cannot do anything.

If both players have 60 seconds..then its just a mouse race..and thats really annoying to fight the mouse race..here i also quits..if the opponent does not accept the draw.

Except when both have only 3-4 seconds..then there is no time..and i also try to win :D

This wasn't the first or last game my opponent rage quitted like this, he went on to do the same to his next opponent. While technically you are allowed to do this because there is no rule banning this, I do believe these people should have their accounts restricted in some way. Then again, how can you tell the difference between people who are intentionally wasting time and those that are actually thinking?
When people do that I add them automatically to my block list.

@corey561: your case was pretty bad! I've had a few guys do this with 2 or 3 minutes left, but letting the clock run for 17 minutes...why would you do that.
A feature request to automatically claim a victory, with option to manually claim it or stop the auto feature would be useful.
Typical case of a problem which is best solved by an experience / reputation system.

There are bad behaviours that can never be banned, for they cannot be proven or minor, but can always be downvoted, and the community can know that players with many downvotes do something wrong and can avoid them.
