i don't know if there is a designated book on how to evaluate the position (i'm sure there is but i don't know it)
but a good understanding of the principles should also give you the ability to better judge a position
so maybe chess fundamentals by capablanca or my system from nimzovich
note that those books are available as free pdf's all over the internet as the copyright expired
could be hard to find one with modern notation tho
